Chelsea is the Senior Monitoring, Evaluation, and Learning (MEL) Manager for the GSMA Innovation Fund, supporting innovative tech start-ups in low- and middle-income countries to scale operations and amplify social impact. Chelsea is an avid researcher and has led international research initiatives on economic growth in emerging and frontier markets across the globe. She holds a MPhil in International Peace Studies from Trinity College Dublin and a BA in International Relations from the University of Florida.
