Phil Outram is a Tech and Innovation Adviser at the UK Foreign, Commonwealth and Development Office (FCDO) and Programme Lead for the Frontier Tech Hub. He leads and supports work at the intersection of frontier technologies, innovation and international development, helping FCDO explore how emerging technologies can be applied responsibly to global development challenges. Phil has managed FCDO’s Frontier Tech programme and has supported explorations across areas including AI, robotics, digital innovation and technology for development. He has also helped shape FCDO’s understanding of robotics for development and its potential role in advancing the SDGs in low- and middle-income countries.
