Ruth Orbach is Director of Monitoring, Evaluation and Learning at GSMA Mobile for Development, where she leads the organisation’s MEL strategy and portfolio-wide impact assessment. She is an experienced research and strategy specialist with a strong background in international development across East, West and Southern Africa and Eastern Europe. Ruth’s work focuses on evidence generation, impact measurement and learning across digital development programmes, including the role of mobile technology, data and emerging technologies in supporting inclusive and sustainable development. Her work combines evaluation, strategy, digital inclusion and practical approaches to understanding and improving development impact.
